Technical Assistance Project for the Federal Electricity Commission (CFE) in Mexico

The Federal Electricity Commission (CFE), the incumbent operator of the Mexican electricity system, is currently benefiting from a technical assistance project financed by Agence Française de Développement (AFD).

The aim of this ambitious project, which focuses on production planning, the transmission network and network maintenance, is to strengthen the CFE’s capacity to develop the network in a context where many renewable energy connections are being made.

The project is divided into two main areas: firstly, the planning of production resources and the development of the transmission network, and secondly, the maintenance and management of assets.

The initial objective is to improve the planning and implementation of the CFE’s investment plan to enable the transmission network to be adapted to the new production realities. The second part of the project aims to strengthen maintenance and asset management practices to ensure the sustainability and efficiency of the Mexican electricity network.

The project programme includes sharing French and European experience with the CFE, reviewing current Mexican practices, and proposing recommendations for improving these practices, together with an action plan.

Through this project RTE international (RTEi) provides:

Wide-ranging technical expertise in several areas relating to the activities of a transmission system operator: production planning methods and the development of the transmission network, pricing, processes for connecting producers, as well as maintenance and asset management policy.

Ultimately, the main aim of this project is to encourage the integration of renewable energies into the Mexican energy mix, thereby reducing the electricity system’s dependence on hydrocarbons. By adapting the transmission network to changes in the generating fleet, the CFE will be better equipped to meet the challenges of the energy transition.
