The project aims to identify and propose technical solutions to the bottlenecks which constrain the electricity flow for cross border trade in Central Asia. The proposed solutions to the bottlenecks will be derived from the updated Regional Power Sector Masterplan which was first completed under the regional cooperation technical assistance financed by ADB in 2010. The project aims to identify and propose technical and organisational solutions for connecting Afghanistan and Turkmenistan to the Central Asian Power System (CAPS).

  • Update of the investment planning. Preparation of ten-year investment plan for justified projects

  • Assessment of the adequacy of the existing regional transmission planning software of the CDC (regional coordination centre for electricity in Central Asia)
  • Identification and justification of technical solutions which will enable greater energy trade within CAPS
  • Conduction of detailed network studies for the identification of regional voltage, power flow and stability issues
  • Analysis of technical requirements for connecting Afghanistan and Turkmenistan to the Central Asian Power System (CAPS) based on Power Sector Regional Master Plan
  • Conduction of system studies to identify potential voltage, power flow and stability issues that could arise from the connection of Afghanistan and Turkmenistan to the CAPS
  • Proposition of operating schemes for the connection to the CAPS
  • Updating of technical actions required for Afghanistan and Turkmenistan to operate synchronously with the CAPS
  • Market analysis for prospective power trade with CAPS neighbouring countries
  • Identification of risk of transient overvoltages when energizing 500/220 kV transformers with long transmission lines in Afghanistan
  • Proposition of mitigation solutions for management of transient overvoltages phenomena
