RTEi Cambodia establishes RTE international’s presence in Southeast Asia to support regional energy projects

Paris, October 2025. RTE international today announced the launch of its new subsidiary, RTEi Cambodia, dedicated to supporting the modernisation of electricity networks and the energy transition in Cambodia and, more broadly, across Southeast Asia.

Cambodia’s energy landscape undergoing profound transformation

More than two decades since national reconciliation, Cambodia continues its journey towards rebuilding and modernising its power sector. The country faces multiple energy challenges: diversifying its energy mix, increasing generation capacity, strengthening the electricity grid, and improving nationwide access to power. Cambodia has also pledged to achieve carbon neutrality by 2050.

The Cambodian Ministry of Mines and Energy has adopted an ambitious roadmap for renewables through its Power Development Plan 2022–2040 (PDP). The plan aims for renewables to comprise 63% of electricity generation by 2040, with significant growth in solar photovoltaics (32%, equal to 3.2 GW) and hydropower (30%, or roughly 3 GW). Additionally, six wind projects totalling 900 MW are scheduled to be connected to the national grid by 2026.

Driving key energy projects in partnership with EDC

With the establishment of RTEi Cambodia, RTE international is positioning itself as a local partner, enhancing its contribution to infrastructure development and Cambodia’s ambitious energy transition targets. The local presence enables RTEi to bring its expertise in engineering, live working methods, and HVDC solutions directly to the region.

RTE international is currently engaged in two major projects, one supported by the Asian Development Bank (ADB) and the other by the French Development Agency (AFD):

  • RTE international is assisting Cambodia’s national grid operator, Électricité du Cambodge (EDC), in managing two engineering projects: a programme to reinforce power transmission infrastructure to boost grid stability and capacity, and a sector reform initiative, including investment in innovative technologies such as Cambodia’s first large-scale national Battery Energy Storage System (BESS).

  • Additionally, RTE international has won a competitive tender to conduct network studies including load and capacity analysis, electrical system modelling and simulation, and master planning, as well as delivering training and technology transfer for EDC staff.

Enhancing regional energy impact across Southeast Asia

The establishment of RTEi Cambodia is part of a broader regional strategy. For more than a decade, RTE international has been active in Southeast Asia, with current major initiatives including:

  • In Vietnam, RTE international is supporting the implementation of the National Power Development Plan 2021–2030 through a technical assistance partnership with EVN-NPT, mobilising over fifty experts from RTE and RTE international until 2025;

  • In Singapore, the company has signed a memorandum of understanding with academic partners (UGA, NTU) and industry leaders (EDF, Think Smartgrids) to establish a Franco-Singaporean partnership, focused on addressing the challenges of the energy transition.
